Short answer
SKL-02 checks whether skills are grouped under category labels. A flat, uncategorised list hides the technology a recruiter is scanning for and pushes every skill into the parser’s "other" bucket.

Why it matters
In a six-second scan a recruiter cannot find the technology they need in a flat list. Some parsers use the category label to file the skill correctly; without one, everything lands in "other".
